Operation Broken Heart Produces 63 Arrests for Child Exploitation
BATON ROUGE, LA – Louisiana Attorney General Jeff Landry joined federal, state, and local law enforcement partners to announce the success of Operation Broken Heart – a two-month initiative to identify, apprehend, and prosecute those who produce, distribute, receive and possess child pornography; engage in online enticement of children for sexual purposes; engage in the sex trafficking of children; and travel across state lines or to foreign countries and sexually abuse children.
“Sexual exploitation of kids is gut-wrenching and involves unspeakable things that would shock the conscience of every one,” said General Landry. “Operation Broken Heart sends a powerful message to predators across the country – law enforcement will find you and we will protect Louisiana’s children.”
The Internet Crimes Against Children Task Force (ICAC) is a national network of more than 4,500 federal, state, and local law enforcement and prosecutorial agencies. Alongside the ICAC taskforce, General Landry’s Louisiana Bureau of Investigation made 63 arrests between April 1st and May 31st for Internet crimes against children. These 45 suspects were charged for crimes associated with sexual abuse images and videos of children under the age of 13.
“The efforts and results of this operation are real and long-lasting,” said FBI Special Agent in Charge of New Orleans Eric Rommal. “Whether it is the FBI, the Attorney General's Office, or many of our partners - we will continue to help those who cannot protect themselves.”
“Our children are our most valuable assets. We must work together to protect them,” said Livingston Parish Sheriff Jason Ard. “This Operation is a great example of the collaborative effort in place to help protect the innocent.”
“Our dangers are as close as a thumbstoke to our children,” added Morgan City Police Chief James Blair. “The more we can prevent and educate the public, the better we will be as a society.”
“Operation Broken Heart is also a reminder of how dangerous the Internet can be and how important it is for parents and guardians to be aware of what your children are doing and with whom they are communicating,” concluded General Landry. “I encourage all to check out our office’s Be Smart With Your Smartphone brochure.”

Vermilion Parish 4-H students compete at 4-H University
With a theme of All Roads Lead to 4-H U, nearly 1,250 4-H’ers from across the state won educational trips, participated in educational programs and selected new officers for the 2019-20 school year during 4-H University.
The 105th annual event was held on the LSU campus in Baton Rouge on June 18-20. 4-H University consists of 42 competitive contests and 10 Clover College tracks. In addition, 4-H’ers elected elect new state officers and regional representatives for the state 4-H executive board and select national conference delegates and members of six state leadership boards.
In the competitive contests, youth contended for educational trips and vied for the right to represent Louisiana 4-H in several national competitions or win cash prizes.
“For many 4-H members, 4-H University is the highlight of their year,” said Janet Fox, LSU AgCenter 4-H department head. “Some have been preparing for their contests all year, and others look forward to components like Clover College and other educational programs.”
4-H University also allows the participants to experience what life is like on a major college campus. They stay in dormitories during the event, and the contests and programs are held across the LSU campus, exposing 4-H members to a college-like experience.
“Some of our participants come from rural areas and attend small schools. 4-H U gives them a taste of the college atmosphere, and hopefully, they will find it less intimidating if they go off to college someday,” Fox said.
About 250 4-H’ers attended Clover College, a selection of seven-hour programs that are non-competitive and focus on education and exposing young people to campus life. Sessions included forensics, graphic design, horsemanship, learning about opportunities in the LSU College of Agriculture and lessons regarding the basics of video production.
State 4-H president, vice president, secretary, historian/reporter and parliamentarian were elected during the week. Tay Moore, of Bienville Parish, was elected president, and Justin Boudreaux, of St. Martin Parish, will serve as vice president.
Bridget Seghers, of St. Tammany Parish, was elected secretary; John-Garrett Patrick, of Concordia Parish, was elected historian/reporter; and Jaderic Talbert, of Bienville Parish, was chosen as parliamentarian.

In the 2019-20 school year, some teachers will train to be mentor teachers, while others will be traine to be content leaders.
2,300 educators to receive training to mentor young teachers
BATON ROUGE, La. -- Nearly 2,300 educators across the state have started specialized, rigorous training to mentor aspiring teachers, provide curriculum-specific professional development to new and current teachers in their school systems, and implement academic interventions for students in struggling schools. Teachers will continue their training at the 2019 Teacher Leader Summit this week in New Orleans and throughout the 2019-2020 school year, and upon completion, will receive professional credentials to advance their careers.
Of the educators selected to participate in the trainings during the 2019-2020 school year:
881 are training to become Mentor Teachers. A Mentor Teacher is a teacher who is prepared to coach and support aspiring teachers participating in yearlong classroom-based residencies or post-baccalaureate preparation programs, or experienced teachers.
752 are training to become Content Leaders. A Content Leader is a teacher who is a subject area expert responsible for delivering high-quality professional development aligned with state academic standards to their peers. Professional development is unique to the teacher’s subject area and curriculum.
640 are training to become Intervention Content Leaders. A newly introduced teacher leadership role, an Intervention Content Leader is a teacher or administrator who implements academic interventions to ensure all students, including those who struggle most, are gaining academic ground alongside their peers. Intervention Content Leaders work in pairs that include one teacher and one administrator.
“In Louisiana, we now have thousands of teachers who have committed to building their expertise and sharing that expertise with fellow teachers through coaching and expert professional development,” said State Superintendent John White. “This year marks the launch of the Intervention Content Leader role, which will equip teachers and leaders with tools to support students who have struggled in English and mathematics. These educators are playing a significant role in strengthening Louisiana’s teaching profession, and I commend their leadership.”
Jefferson Parish Public School System is among the school systems to utilize all three teacher leadership roles in their classrooms.
“A growing body of research is affirming what should be common sense about continuous improvement in education,” said Jefferson Parish Public School System Superintendent Dr. Cade Brumley. “When high-quality teachers are given the opportunity to strategically and thoughtfully mentor their peers, professional practices improve and translate to academic gains for kids.”
In fall 2017, the Louisiana Department of Education launched a statewide effort to strengthen teachers’ skills through access to ongoing professional development that helps aspiring, new and experienced teachers alike. As part of that effort, the state created two new leadership pathways for classroom teachers: Mentor Teachers and Content Leaders.
Only this year was the Intervention Content Leader pathway introduced, aligning with Louisiana’s new annual process of identifying struggling schools and requiring them to develop tailored plans for improvement and submit them to the state for approval and funding support. Schools identified as needing “urgent intervention” for academics must employ Intervention Content Leaders as part of their redesign efforts.
Educators in each role are nominated by their school systems to attend in-person training sessions throughout the school year and to receive access to turnkey training materials. The training sessions are currently led by national experts competitively identified by the Department, but starting next year, teacher preparation providers, like colleges and universities and other entities, will carry it forward. The Department is now in the process of selecting the providers.
