Pervis Gaspard seeking re-election for District 11 seat on Vermilion Parish Police Jury

I would like to thank the People of Vermilion Parish and District 11 for the past 12 years.
Over that time, I have worked on making improvements to District 11, including serving the Road, Courthouse, Finance and Public Works Committees, and as Police Jury Vice President.
My experience as a local businessman has made me a successful police juror. I have worked for the public, and served, with honesty and integrity.
Prior to opening my own business in 2000, Gaspard Motor Repair, I was employed for 28 years with Lanier International Incorporated, and worked at Gulf Coast Bank for seven years.
I am a graduate of E. Broussard High School and served in the U.S. Army, including one year in Korea.
I have been a resident in District 11 for nearly 50 years, and have been married to Delores Gaspard for the past 53 years. We have two children, Scotty and Nicole Gaspard, was well as four grandchildren and one great-grandson. My family and I are also active parishioners of St. Mary Magdalen Church.
I would be honored to continue as your police juror. My door is always open to suggestions or comments and I welcome the residents of District 11 to visit me at my shop (9814 Hwy. 167) or call (337) 652-4705.
I am seeking your support, and vote, on Oct. 12, 2019, in hopes of continuing to serve my community.

The VSPO rescue unit rescued animals like these goats who were stranded in high water.

Vermilion Parish Sheriff’s Rescue Unit rescue unit spent 48 hours searching flooded areas

After landfall, the Sheriff’s Office began high water assessments throughout the parish which is still ongoing through Monday. For 48 hours nonstop, they were in search and rescue mode looking for opportunities to rescue or help anyone in need.
They made two rescues, one in Intracoastal City, and another of St. Elmo road. They also rescued a heard of goats, that was about to drown.
As of Monday, the Sheriffs Office resumed normal operations with the patrol division running assessments for impassible roadways. Their post-storm rescue operations were suspended as of Sunday evening, remaining on call out for any additional rescues.
The Sheriff attended and participated in the Emergency Management meetings twice a day and could also be seen scouting the parish for damage and high water and spending time with his emergency ops management team.
Today, Sheriff Mike Couvillon is once again reminding motorists not to drive on flooded roadways.
.”When deciding whether or not to attempt to navigate a flooded roadway, this phrase can be useful: “When in doubt, turn around, don’t drown.’ Please keep residents in mind and do not allow your vehicle to cause wakes.”
Now that everything has calmed down, Sheriff Couvillon thanks his fellow Vermilion parish residents for being alert, patient and understanding throughout the storm.
“Although Barry was no Rita, we should never forget that any gulf storm has the potential to become a RITA without much notice and we must always prepare, have a plan and put the plan to use in a moments notice. We can never let a storm like Barry cause us to let our guard down when dealing with hurricanes”, said Sheriff Mike Couvillon.
The Sheriff thanked TEAM-VPSO and all the other deputies working behind the scenes for a job well done.
“A big thank you to our team,” said Sheriff Couvillon. “To our dispatchers and master control desk Sgts handling the phone lines and dispatching calls for service, to our patrol deputies who had double shift duty to monitor conditions and provide extra patrols before during and after the storm, to our detectives assigned to rescue missions and special details, to our corrections officers locking down the jail and manning their security posts, to our civil division deputies and narcotic task force members assigned to rescue mission and special details, to our reserve deputies helping with rescue and patrol missions, to our support staff who provided meals and last but not least to the supervisors, who helped me lead Team VPSO to another successful mission through Hurricane Barry.
“No one person can be successful unless his/her team is successful and for that, I am both humbled and proud to lead such a wonderful team of brave men and women” added Couvillon.

Abbeville able to dodge major damage, flooding from Barry

Monday morning in Abbeville looked normal, with people going about the start of the week.
Thankfully for people in the city, the events of the weekend didn’t leave many routines flipped upside down.
Hurricane/Tropical Storm Barry made landfall on Saturday. The effects of this storm spared the city of any major flooding and wind damage.
“We were very blessed,” Abbeville Mayor Mark Piazza said Monday morning. “We only had a total of seven inches of rain the whole weekend, according to the rain gauge we have at the sewer plant. We did have some power outages, but nothing that lasted more than a couple of hours.”
Crews were ready to go ahead of the storm.
“Our electrical crews were on standby the whole weekend,” Piazza said. “We had three additional crews from out of town that were on standby.
“We fought those outages Saturday night and into the day on Sunday.”
As of about 4 p.m. on Sunday, Piazza said all residences were back up and running with electricity.
“They fought it all night long on Saturday,” Piazza said of electrical crews. “We were able to keep the lights on most of the night, in most areas.
“They went above and beyond in the electrical department.”
The effort to keep the city running extended to every aspect.
“All departments did an excellent job,” Piazza said. “Fire and police, those guys were busy all weekend long. They worked some long hours to make sure the city was safe. We manned the telephones at city hall all weekend long. Members of the City Council helped with the phones and were out helping our workers.
“It was a joint effort from everyone.”
Piazza said city officials also worked closely with the Vermilion Parish Police Jury and the Vermilion Parish Sheriff’s Office prior to the storm as well as after the storm.
“We made sure everyone was safe, and everything went well,” Piazza said.
After seeing flooding in eastern parts of Vermilion Parish and heavy damage suffered in St. Mary parish and other areas, Piazza reiterated the sentiment shared by many Abbeville residents.
“There are some areas that were hit hard by this storm,” Piazza said. “We were fortunate.”

Parts of parish flooded during Barry

The east side of Vermilion Parish got the worst of Hurricane/Tropical Storm Barry.
While Abbeville, Maurice, Gueydan, and Kaplan were spared flooding, that can not be said about the communities of Henry, Intracoastal City, Delcambre and south of Erath.
Those four areas were underwater early Sunday morning due to three to six-foot storm surge caused by Barry.
Police Jury President Kevin Sagrera said, “The low lying areas on the coast had surge issues from Delcambre to Intracoastal City. There will be some water damage to crops and pasture lands. So we will have to address those issues. We have kept in contact with all of the municipalities and will help assist in anyway we can .”
Intracoastal City and Henry were hit the hardest with floodwaters. Businesses and homes were hit with at least a 12 to 18 inches of water.
South of Erath near the gas plant also had a foot of water. At least three homes south of Erath flooded.
In Delcambre, the storm surge caused significant flooding in the streets and homes. At least five homes were flooded.
By Monday afternoon, the water began flowing south, and many more streets became passable.
Becky Broussard, the Office of Emergency Preparation Director (OEP), said she spent Monday surveying the damage of the parish.
“We are trying to find out today how many homes had flood damage,” said Broussard. “If your home had water, we want to know.”
Broussard said to call her office (898-4308) to report flooded home damage so her office can inform FEMA.
Erath had flooded streets due to the storm surge. However, the 50 miles to 60 miles per hour winds caused the electricity to go out in the town. Parts of Erath were without power for 12 hours. By Sunday evening, the town’s electricity was up and running.
Farmers in Vermilion Parish heaved the warnings of a possible surge by moving their horses and cattle before the storm. According to LSU Ag Agent, Andrew Granger, most of the cattle and horses were moved to higher ground before the storm surge. On Monday, however, the Vermilion Parish Sheriff’s Office spent the morning rounding up stray cattle in the Intracoastal City area.
Flooded sugar cane fields will not ruin the sugar cane crop in those flooded areas, said Granger. The farmers’ biggest worry is what kind of junk did the floodwaters bring into the fields.
For hurricane Rita and Lili, farmers located tires, butane bottles, wood and other items that floated into their fields, making it dangerous to cut.
