Anne Falgout, executive director of the Vermilion Economic Development Alliance speaks to the Abbeville Kiwanis Club.

Vermilion Economic Development here to help

Since becoming executive director of the Vermilion Economic Development Alliance (VEDA) in late 2014, Anne Falgout and 15 volunteer members of the board have worked to bring business and growth to Vermilion Parish.
With ‘18 in the review, Falgout spoke last week to members of the Kiwanis Club of Abbeville about some of the things this year has in store. Falgout said meeting with groups like the Kiwanis Club helps create a better view of what the community needs.
“Economic development is not just in a silo,” Falgout said, “where we decide what communities look like, and then we go out and do that. We really like to collaborate. We have representatives from every municipality, different government entities and the business community on our board.
“We really care about what all the groups in Vermilion Parish want and putting that together to build a bigger vision.”
An import part of building that vision is having a plan, something Falgout said is done piece by piece.
“When a sports team begins a season,” Falgout said, “they don’t anticipate the headlines with the trophy raised above their heads at the end of the season. It’s really about the process. It’s about the workouts, learning the plays and really coming together as a team.
“That’s the way we look at it. It’s about putting things together in a very planned, methodical way, so that we can see what works.”
Much of that planning goes into VEDA’s number one concern, business development.
“We look at that as two different things,” Falgout said. “That’s helping entrepreneurs start businesses, creating an environment for that, and attracting people to fill in the gaps where there might be some. The other piece is community development. This is how our organization might be a little different from other economic development organizations in the area. Rural communities need a lot of support, not just in the traditional business assistance, but also creating a place that people want to be, live and work.”
Falgout referenced the City of Kaplan’s effort to become an official retirement community.
“Kaplan told us that they want to be designated a retirement-ready community,” Falgout said. “We are helped them to figure out what the economic benefits were. We helped with the application (through the state). We’re waiting to see what the lieutenant governor says.”
If the process goes through, Falgout said it would offer a great tool to help growth in the city.
“We could start marketing Kaplan,” Falgout said, “as a place for people with the means to retire, and want a quint place to retire, should do it there. We couple leverage that to get grants for cultural improvement and attract businesses that target retirees.
“It all happens in tandem.”
It’s similar in the way VEDA is moving forward with its funding. Initially funded largely from municipalities and government entities in the parish, Falgout said private funding is playing a role. Falgout said several businesses have pledged support, whether its a few hundred to a couple thousand dollars.
“They have bought in and are putting up their hard-earned money,” Falgout said. “They want to make sure that businesses like theirs succeed.”
Falgout said VEDA has secured $44,500 in public and a $20,000 commitment from the Vermilion Parish Police Jury. The organization also received a $60,387 in USDA funds for technical assistance provided. Falgout stressed that theses funds are there to help make anyone who has a stake in the economic success of Vermilion Parish.
“People always ask me how much are our services,” Falgout said. “I tell them that they are complimentary at point of service. You pay taxes to government entities, who have helped fund us and are partnered with us. You have paid for us, so you might as well take advantage of all our services.
“Don’t leave the money on the table.”

LeBlanc Elementary students celebrate the launch of the French Immersion program.

French Immersion to be taught at LeBlanc Elementary

The school system, in “The Most Cajun Place on Earth,” has taken a step to keep the French language alive. Beginning with the 2019-2020 school year, Vermilion Parish will be home to the state’s newest French Immersion Education classroom!
Soon after the Vermilion Parish School Board approved the motion in April of 2018, the curriculum department began the task of determining which school would become “L’école d’immersion française.”
After multiple meetings and numerous conversations, it was decided that the school best suited for French Immersion was LeBlanc Elementary.
This school is large enough to support French Immersion Education without being so large as to not have room to house the program.
The community also has embraced French Immersion and LeBlanc Elementary principal, Rachelle Brown states, “Because of my love for French culture and the French language, I could not be prouder to host such a culturally enriching means of educating our students! Here at LeBlanc Elementary, we have a student population that is filled with both Cajun and Creole ancestry, and we cannot wait to get started!”
One kindergarten section at LeBlanc Elementary, during the 2019-2020 school year, will be French Immersion Education.  Each year, a grade level will be added. In six years, each grade level at LeBlanc Elementary will have one section of French Immersion Education.  (K, 1st, 2nd, 3rd, 4th, & 5th)
According to CODOFIL, Vermilion Parish will become the 17th parish in the state to offer French Immersion and the LeBlanc Elementary Immersion students will be among 5,000 Immersion students in 34 schools statewide.  Both CODOFIL and the Louisiana Department of Education provide resources, professional development, and assistance with finding teachers who meet the qualifications to teach in French Immersion Education.

What is French Immersion Education?

Imagine going to school as a young child and your teacher is from another country, and he/she speaks to you in French only.  You learn Math, Science and Social Studies all in French. Your tests are even in French! Yes, you do learn English, but the majority of your day is immersed in French.  French Immersion Education develops a student’s communication skills in French and also fosters early development of responsibility, heightened social and problem solving skills, and higher academic achievement.
If you are interested in learning more about French Immersion Education in Vermilion Parish, or would like to learn how you can support this initiative, contact Supervisor Madeline DeHart at 337-898-5807.
To receive more information about enrolling your child in the LeBlanc Elementary French Immersion Kindergarten for the 2019-2020 school year, please complete the online application at https://www.vpsb.net/388559_3. This application closes on January 25, 2019.
The next mandatory parent meeting will be held on January 29, 2019, at 6 p.m. in the LeBlanc Elementary Band Room.

Picard represents Police Jury on Economic Development Board

It’s a new year and the board of Vermilion Economic Development Alliance is excited about its plan for 2019. To help provide vision and direction for the staff and programming is the organization’s 15-member board representing Vermilion Parish cities, towns, and government organizations as well as the Chamber of Commerce.
Representing the Vermilion Parish Police Jury is District 2 Juror and life-long Vermilion Parish resident, Jason Picard. Jason adds his appointment to the economic development board to his long list of service ranging from the Maurice Volunteer Fire Department Board to his work with the North Vermilion Youth Athletic Association. His past participation in the Maurice Jaycees and Civic Club both demonstrate his desire to improve the lives of those he serves.
As an active volunteer for the parish’s 4-H program, and a graduate of the LSU AgCenter Master Horseman program, Jason ensures that the organization incorporates agriculture into their vision for Vermilion and doesn’t lose sight of the uniqueness our rural identity affords.
Jason also brings a great deal of business experience to the table, as well. For the last fourteen years he has served as the Manager of Operations at the Broussard-based Bell Helicopter Composite facility.
Vermilion Economic Development Alliance Executive Director Anne Falgout weighs in on Jason’s involvement, “He is such a huge asset to the board. Not only does he possess the know-how to support our business services, but he also has a huge heart. He and his family have supported their community for decades and he brings that passion for Vermilion to everything he does for us and beyond.”
