Program changes enable more working families to access child care assistance

BATON ROUGE — The Louisiana Department of Education today announced changes to the eligibility requirements for the Child Care Assistance Program (CCAP), which provides federal funds to help low-income families pay for child care while working or attending school or training. The changes enable more working families in Louisiana to access child care assistance.
The new eligibility requirements, which are effective immediately, state:
• Families who work at least 20 hours a week are now eligible;
• Students enrolled in school or job training full-time, regardless of total hours in class, are eligible; and
• Families of children with special needs who demonstrate 15 hours a week are eligible, as they often face more challenges in sustaining work hours due to the needs of their children.
"The eligibility requirements for an assistance program that provides quality care for children from low-income families must acknowledge the needs of working families," said State Superintendent of Education John White. "These changes not only ensure more working families have access to the assistance they need; it also makes certain that more children are enrolled in programs that will prepare them to begin school."
The policy changes are part of a broader effort by the Department, in collaboration with the state Board of Elementary and Secondary Education (BESE), child care providers, advocates and families, to unify the system of early childhood education and to prepare all children for kindergarten by increasing funding and access to child care statewide.
Previously, families who were working full-time but were not guaranteed 30 hours a week every week could not access child care assistance. That meant they often could not afford stable child care, making it more difficult to go to work or school.
Moreover, the CCAP stipend for most Louisiana families averaged only 28 percent of the amount provided for pre-K programs; low payments also led to low teacher pay, which made it difficult to attract and train trained educators; and families with children in child care would lose payments immediately if a parent lost a job.
"The child care industry is excited about these changes that we expect will allow our child care businesses to better serve Louisiana families in need, enabling parents to work and children to thrive in quality early learning centers," said Jonathan Pearce, president of the Child Care Association of Louisiana.
The state's unusually high eligibility requirements, which were among the most stringent in the nation, along with the reduced funding for the program led to a 60 percent decrease--from 25,000 children to 11,000 children--in the number of families receiving child care subsidy over a five-year period.
To combat this, in August 2015, BESE approved changes to increase the funding to providers and to reduce expensive out-of-pocket costs for working Louisiana families. The plan reduced out-of-pocket costs for families and increased the state's payments to providers. The plan also allowed families to remain eligible for CCAP for at least one year, regardless of changes in work or school status.
The changes in funding, paired with the new eligibility policies, can help "reverse this trend," said Melanie Bronfin, executive director of the Policy Institute and member of the statewide Early Childhood Advisory Council, "which means more young children will benefit from high quality care and education that prepares them for kindergarten."
The McCauley family, of New Iberia, is among those who benefit from the change. Kendal McCauley, a mother of three who juggles working and studying economics at South Louisiana Community College, applied for child care assistance for two of her three children in December 2016, but was denied because her schedule did not meet the state's former requirements.
"I was registered in school full-time, and I was working part-time, but it was not enough," McCauley recalled. "I had been a stay-at-home mom for years, and then I went through a divorce. I was on my own with no help. I thought, 'If I can't get child care assistance, I can't go to school. If I can't go to school, I can't live on my own.'"
When she discovered she was eligible under the new policy, she said, she was "elated."
"There's a solid two more years ahead of us before I'm finished with school, so this will really help me, as a single mother of three, during that time," she explained. "I can provide for my family, and I can get an education. And I can show my children, by example, that the world is your oyster and you can do whatever you want as long as you're determined."
Currently, more than 10,000 Louisiana families receive assistance through the program. If the number of families who are eligible for and interested in child care assistance exceeds the number of spots available, as a result of the changes, the Department will establish a waitlist to prioritize families according to need.

Abbeville police to conduct DWI checkpoint

On the night of Friday, February 17, 2017 the Abbeville Police Department will be conducting a Sobriety Checkpoint looking for impaired drivers and other traffic related offenses.
The checkpoint will be conducted between the hours of 9:00 PM and 3:00 AM somewhere within the city limits of Abbeville.
This checkpoint is part of a year-long grant program provided through the Louisiana Highway Safety Commission, designed to improve driver safety and reduce impaired driving.
The Abbeville Police Department and Chief Tony Hardy would like remind all citizens to obey all traffic laws and use caution when out on the city streets and highways.

Ledie Brasseaux Goutierrez

ERATH — A Mass of Christian Burial for Mrs. Ledie Brasseaux Goutierrez, 91, will be held at 1:00PM on Friday, February 17, 2017  at Our Lady of Lourdes Catholic Church with Fr. Andre Metrejean officiating.  Interment will follow at Our Lady of Lourdes Mausoleum.
Visitation will be held at David Funeral Home of Erath on Friday, February 17, 2017 from 9:00AM until the time of the services with a recitation of the rosary at 11:00AM.
A native of Prairie Gregg and a resident of Erath, Mrs. Goutierrez died at 2:40PM on Wednesday, February 15, 2017 at Maison de Monde Nursing Center.  Mrs. Ledie was a beautician for 20 years and cooked at Lynn G’s for a number of years.  She was known for her enjoyment of cooking, being with family, making Mexican corn bread, and going eat out and shopping.
She is survived by four sons, Donney J. Goutierrez and his wife Linda of Erath, Marty E. Goutierrez and his wife Shari of Broussard, Farron N. Goutierrez of Erath, and Benny D. Goutierrez and his wife Dana of Erath; three daughter in laws, Connie Goutierrez of Abbeville, Judy Goutierrez of Kenner, and Charlotte Goutierrez of Erath; nine grandchildren, Donney J. Goutierrez, Monique Trahan, Jason Goutierrez, Jodie Touchet, Ned “Eddie” Goutierrez, III., Chip Goutierrez, Brittany Goutierrez, Kaitlyn Goutierrez, and Logan Goutierrez; and thirteen great grandchildren, Jake Andry, Josh Trahan, Bailey Touchet, David Touchet, Kourtni Goutierrez, Sam Goutierrez, Abigail Goutierrez, Isabella Goutierrez, Lane Goutierrez, Ty Belleau, Ethan Goutierrez, Garrett Goutierrez, and Christen Migues.
She was preceded in death by  her husband, Ned Goutierrez, Sr.; her parents, Aubrey and Rita Broussard Brasseaux; three sons, Ned Goutierrez, Jr., Lynn Goutierrez, and Shelley Goutierrez; three brothers, Bob Brasseaux, Ralph Brasseaux, and Dwight Brasseaux; two grandchildren, Leah Andry and Garrett Goutierrez; and one great grandchild, Mike Trahan.
Serving as pallbearers will be Marty Goutierrez, Donney Goutierrez, Eddie Goutierrez, Chip Goutierrez, Ethan Goutierrez, and Jason Goutierrez.
Serving as honorary pallbearer will be Josh Trahan.
The family would like to extend a special thanks to the staff of Maison de Monde, Abbeville General, and LAMM Family Care hospice, Especially Christie, Dr. Ronald Lahasky, and Dr. Dana Dicharry for the care they gave to Mrs. Goutierrez.

Pervis Bessard

August 6, 1952 ~ February 11, 2017

ABBEVILLE — Funeral services will be held at 12:00 PM on Saturday, February 18, 2017 at Vincent Funeral Home - Abbeville honoring the life of Pervis Bessard, 64 years, who died Saturday, February 11, 2017. He will be laid to rest at St. Paul Cemetery with Pastor Chester Campbell, Jr. officiating the services.
Pervis Bessard was born in Abbeville, Louisiana, on August 6, 1952, to the late Goldie Campbell and Howard Paul Bessard, Sr.
Pervis was a native and resident of Abbeville, LA. He attended the Vermilion Parish School System. Pervis later joined the United States Marine Corps on August 30, 1973. He was well known in the community where he lived. He loved family, friends, and old school R&B music. Most of all, Pervis loved the Lord and Professed Jesus Christ as his Lord and Savior.
Pervis last days were spent at the Veterans Administration Hospital in Alexandria, LA. His last breath in this life was his first breath on the other side. As Paul stated in II Corinthians 5:8 “to be absent from the body is to be present with the Lord”.
Pervis leaves to mourn and cherish his memory: his son, Blake Lee Bessard of Kaplan, LA. Six sisters; Christine (Larry) Broussard, Sr. of Abbeville, LA; Darlene (Dallas) Sonnier, Jr. of Youngsville, LA ; Nadine (Richard-deceased) Carr, Sr. of Broussard, LA, Renita Bessard of Lafayette, LA; Olivia (Joe) Flowers of Lafayette, LA; and Mary Bessard of Lafayette, LA; Five brothers: Ronald Wayne Bessard, Howard Lee Bessard, Howard Paul Bessard, Jr., and Randolph David Bessard of Abbeville, LA and Sammy Bessard of Baker, LA; Two aunts, Stella Verett and Marlene Nunez of Abbeville, LA, and four uncles: Pastor Donald Campbell, Robert Campbell, and Eugene Campbell of Abbeville, LA and Larry Smith of New Iberia, LA; and a host of nieces, nephews, other relatives and friends.
He was preceded in death by his parents, grandparents, four brothers: Glenn Earl Bessard, Harvey Bessard, Sr., Anthony Bessard, and James Bessard, Sr.

Maudry Breaux Mingo

February 8, 1937 – February 13, 2017

KAPLAN — Funeral Service will be held Saturday, February 18, 2017 at 11:00AM at Shiloh Baptist Church in Kaplan for Maudry Breaux Mingo who passed away Monday, February 13, 2017.
Interment will be held in the Church Cemetery following the funeral.
On the early morning of February 13, 2017, God called home His beloved daughter Maudry Mary Mingo. God had a plan to take her higher from glory to glory, from strength to strength. She has no more failures in her life, no more tears. All she has is joy all day long. She has reached her highest destination.
Maudry Mingo began her life on February 8, 1937 in Kaplan, LA to the proud parents of Belton and Nellie Breaux to which this union birth six children. She attended Abbeville Herod School in Abbeville, LA under the care of Grandma Paula Hebert. At the age of 22, she met the love of her life Jarious Mingo Jr. They were united in holy matrimony on Oct 31st, 1959. To that union six children were born, five girls and one boy.
She confessed Christ when she joined Shiloh Baptist Church in the early eighties. She remained at Shiloh Baptist church until her death.
Maudry was a woman of integrity. She served in many ministries. She loved the Lord and was an advocate for the youth; they captured her heart in so many ways. She spent countless hours putting together the Christmas plays and Children Sunday Church Services. She was also a deaconess, and a member of the Shiloh Baptist Choir. Singing praise to the Lord was Maudry’s passion.
Maurdry’s professional job, was cooking, followed the footsteps of her mother. She worked at Kaplan Headstart and Abrom Kaplan Memorial Hospital as a cook. From then on, the delicacy of her food was recognized by many throughout the town. She provided many services to the community through her charitable contributions by cooking on several occasions.
Maudry stands to be the virtuous woman in Proverb 31: For Maudry’s worth is far above rubies. The heart of Maudry’s husband safely trusts her. Maudry’s children rise up and call her blessed; her husband also, and he praise her: Many daughters have done well, but you, Maudry excel them all. Her unending love and devotion for her family was her ultimate passion. Maudry also enjoyed the special moments of all the activities and events of the lives of her children and grandchildren. She was always supportive of their many pursuits. She was an encourager and a motivator to all who would seek her advice. The most important quest for her was for her entire family and friends to have a personal relationship with Christ, and to also keep the peace within the family.
Those who loved her were not ready to surrender her presence. She touched many lives. We each carry with our hearts, the essence of this truly special woman and grateful that we had the opportunity to share the elegance of her spirit.
Maudry leaves to continue her legacy; her loving and dedicated husband of 57 years, Jarious Mingo Jr; her children Marcy Collins and son-in-law Harold Collins, Dedra Donaldson, and the late son-in-law Ronald Donaldson, Jarvis Mingo and the late sister-in-law Shirley Mingo, Pauletta Francis and son-in-law Floyd Francis, Sandra Anderson and son-in-law Mark Anderson, and Jewelene Mingo. She raised two grandsons: Barry Mingo (Felecia), and Brock Roy (Shaina). Her Grandchildren; Aisha, Joshua (Jill), Ashley (Colin), Jerrell, Kayla(Goodie), Simone, Floyd Jr. aka “Brother” (Natalie), Tyra Francis, Chad, Kendrick, David, Alecia (Kelton), Ryan, Chelsey, Gina, Hailee, Lauren, Frandon, Monique, and Tiffany. Twenty-nine great grandchildren. Two brothers: Kenneth Breaux (Lena), and Belton Breaux. Two sisters: Joann Breaux, and Gertrude Breaux. Special nieces and nephews, and a host of other relatives and friends.
She is preceded in death by her parents, Belton and Nellie Breaux, her brother Maxie Breaux, (Mary Breaux, aka “Babydoll”), sister-in-law, Rose Breaux aka “Bodie”.
Visitation will be held Friday, February 17, 2017 from 5:00PM to 10:00PM at Shiloh Baptist Church in Kaplan LA.

Warren Necessary Jr.

Warren was born on January 22, 1939, in Abbeville, LA to the late Warren Necessary Sr. and Mazie Horace Necessary.
Warren enjoyed watching baseball games and spending time with his family and friends. He accepted Christ at an early age.
He leaves to mourn and cherish his memories his sisters, Lucille N. Comeaux (Billy) Abbeville, LA, Beverly N. Smith (Arthur), Annetta N. Bernard (Clagis), all of Lafayette, LA and Marjorie N. Smith (Alton) Houston, Texas, a special niece Charmaine Griffin and a special nephew Brian Griffin of Abbeville, LA, several nieces, nephews, relatives and friends.
